A significant development in commercial aviation, deregulation of the U.S. airline industry began in October 1978 and was fully implemented at the close of 1984 when the Civil Aeronautics Board (CAB) went out of existence. Featured are the pen U.S. President Jimmy Carter used to sign the act into law, and the document itself.

The U.S. Congress designed the Deregulation Act of 1978 to encourage competition. Its provisions for greater flexibility in setting fares and entering or exiting U.S. markets were feared by most major airlines. United, however, was confident it could compete with smaller, startup airlines and encouraged employees to write letters to their congressmen in support of the legislation.
